After some research I found out that Outlook 2010 does not display desktop alerts, which include the mail icon as well as pop up desktop alerts, properly on Windows 7 x64 I do have alerts specified, moving mail from a gmail imap account, to a pst file located on the computer. Yes, but I can do without it. I setup the rule exactly the same way and I get no desktop alert or any other. Once you click on Customize you are able to setup correctly the notification and you will need to change the status  to Show icon and notification as show in the picture bellow.
