I have run outlook /cleanreminders , reinstated expired pop up's and checked advanced pop up options, as well as done all the obvious checks but still no luck. Can you please help? Check that the local system time is exactly the same as the time on the exchange server. This should take care of your problem. Now right click on the alert in the taskbar - unpin from taskbar.

It does not seem to be "hiding" anywhere.  The "Reminders" window works perfectly for this user if he uses OWA or a locally installed copy of Outlook 2010.  In Citrix I have deleted Outlook 2007 Reminders Not Popping Up Also spoken to Microsoft support, which was as good as talking to a brick wall.Anyone have any other ideas ?

A side note, the Outlook reminders window had always worked from a locally install copy of Outlook on a PC. Is there a way to check if the process is working and/or log for the same. If the user opens Outlook 2010 via Citrix, on any PC, he does not get the "Reminders" window. For my computer, the proper directory was C:\Program Files\MicroSoft Office\OFFICE11 as above. Verify the switch you are using.
