Sometimes changing the time and then restoring it would work and sometimes not. To resolve this bug I download the latest driver for my video card v175.19.(sorry for english I am from other country). I reinstalled windows and the only problem is with the power controls. Since then my power mangement scheme has been working properly.

Basically I am just changing the interval to reenable the "Apply" button within the "Power Schemes" tab. it seems to work now, turning off after 15 minutes as I wanted it to.Hope this helps..
