Power Option Not Working Xp


Basically I am just changing the interval to reenable the "Apply" button within the "Power Schemes" tab. My Power Options Is Not Opening.. But if System standby time is more than "Turn off monitor" it will never work. This problem occurs without any program "open," so to speak, though some are running in the background; like WinPatrol, Avast, APC Power Management, etc. Now, regardless of the time interval or whether Standby or Hibernation, is not activated.I looked at the SartUp programs and do not see anything different or not necessary there. To reenable my power options I must go into the power scheme settings and select any other time interval other than what I had selected (10 mins).
