The default Windows driver may not support System Standby. This happened to me during a Windows XP Service Pack 3 install using a Dell installation disc. Not even the 2 default ones. Sometimes changing the time and then restoring it would work and sometimes not. To save even more, set monitors to enter sleep mode after 5 to 20 minutes of inactivity.
